Frank McCosker

Frank McCosker is the Director of Global Good Net Works where he specializes in developing Strategic Partnerships for clients. He is an advocate and senior advisor for the TV White Space industry globally. 

Frank spent 20 years at Microsoft. As General Manager of Affordable Access and Smart Financing in Microsoft’s 4Afrika Initiatives, he was responsible for designing and implementing affordable access projects in many countries on the African continent utilizing new technologies including TV White Spaces and dynamic spectrum allocation. 

From 2004 until 2013 he held the roles of Global Managing Director, Global Strategic Accounts, Multilateral Organisations for Microsoft with responsibility for Microsoft’s engagement with multilateral organisations United Nations, NATO, European Institutions, World Bank including all the International Financial Institutions, Intergovernmental Organisations and the bilateral providers of Official Development Assistance (ODA). 

Frank has held prior positions running regions and global sales teams. 

Rob Henley

Rob has worked in the financial industry since 1996. He spent many years at UBS in positions including the lead of the merger arbitrage desk, the head of hedge funds non-Japan and Asia for UBS equities in Hong Kong, and portfolio manager for two long short catalyst driven equity funds, Optis Global and Oystercatcher. 

Since 2011 Rob has been a Principal at Stadia Corporate Advisory raising capital for companies and projects in Africa. Rob has raised USD350 million of capital from a variety of funders and corporates including Microsoft, Africa50, WP Carey and OPIC. Rob leads Stadia’s engagement with Microsoft Airband – an initiative to bring internet connectivity and affordable off grid energy to those presently without access. He helps develop business models for various Airband partners, and raises capital for companies in the connectivity, infrastructure and energy space in Africa and beyond.

Rafael Pérez Colón

Rafael is the co-founder and CEO of HisKen Ventures S.L., an international consulting and business development advisory firm. His clients include international development organizations, universities, large corporations, and governments. With extensive experience in academia, government and university management, entrepreneurship, corporate management, and as an international lecturer, Rafael is a recognized expert in Information Technology and its economic development impact.

 

Rafael worked for Microsoft for 17 years, championing public-private partnerships. Overseeing a global partnership team, Rafael pioneered innovative engagement models between intergovernmental agencies, local governments, and development consultants. His most recent work focuses on Latin America, Central Asia, the European Union, and sub-Saharan Africa. As a technologist, he advises on Security and Data Protection, Internet of Things, Smart Cities and Territories, Cloud Computing, Digital Governance, FIWARE, and more. Other topics of interest and expertise include technology market dynamics, corporate diplomacy from the technology Industry perspective, and the Fourth Industrial Revolution.


Rafael is also a member of the Advisory Board of the Spanish Network of Sustainable Development, attached to the United Nations SDSN Network, Associate Professor for graduate courses at the IE School of Global and Public Affairs in Madrid, and a collaborator with the Ibero-American Network for Data Protection Authorities.


George Hall

Former UK diplomat, then a senior executive in a major tech company, and now an adviser on public policy issues. George operates at the cutting edge where international business meets national public policy and regulation or has to interface with multilateral organisations, like the EU or the UN Agencies. He is multilingual and multicultural and understands where to find the levers of power in government organisations.

Clients include major US-based and European multinational companies facing issues such as local content requirements in the Digital Economy, technical standards, or stringent environmental requirements in public procurement, designed to protect national firms over imports from abroad.

George is a regular participant in international forums addressing emerging issues in the Digital Economy and is a member of the Broadband Stakeholder Group that advises the UK Government on their Digital Economy strategy. 

Lutz Ziob

Lutz has 30 years of experience in technology and learning (GM Microsoft Learning, Dean Microsoft 4Afrika Academy, CompTIA, Novell). He has held senior leadership positions and is known as an executive with the ability to balance vision, strategy, and execution. Having worked and lived on three continents he has extensive business operations and people management experience with commercial, private, NGO and academic organizations, including hands-on experience with workforce and entrepreneurship program across Africa.

Lutz’s expertise is the dynamic interaction between technology innovation, skills and job transformation, and the changing approaches to learning and skills development. Today’s digital transformation, often described as the 4th Industrial Revolution, is a global process. Lutz specializes on the impact across the African continent and opportunities driven by collaboration between Africa and Europe, and Germany in particular. He enjoys presenting and moderating on these topics. 

Claudia Toth

Claudia has extensive global experience building and executing integrated campaigns and multi-channel content on behalf of iconic tech brands and technology startups. She has a passion for the creative process and a track record of empowering teams to apply their spirit and ingenuity to complex challenges while focused on business objectives.

Claudia worked for Microsoft for 13 years. As the Director of Audience Management for the Public Sector she led a global enterprise campaign spanning four industries. As the director of communications for Microsoft Global Strategic Accounts, she was responsible for promoting programs and partnerships between Microsoft and international organizations, including UNESCO, UNHCR, UNIDO, UNEP, IADB, OAS, European Environment Agency, USAID and the World Bank. 

Before joining Microsoft in 2003, Claudia was a vice president at Fleishman-Hillard. She has also held positions at Plumtree Software, Waggener Edstrom, Oracle and Tektronix in marketing and communications roles of increasing responsibility.
